Seems that Manny fought injured because everybody was in a panic about money:

Curiously, Mayweather seems specifically allowed to use Lidocaine by
the Nevada commision, because he bent them to his will a few years ago.
That's the reason he didn't have a drug test penalty built into his
contract, and wasn't about to let it in. Manny did. And Manny was
clearly not allowed to use the drugs that Mayweather seems to be free
to use:

Okay, NOW I want to see a rematch, I'd prefer it be free on tv, since I
already paid for it. The Nevada Boxing commision is as crocked and/or
incompetent as "referee" Laurence Cole.

Juan, as usual you points are well articulated; however; if the two were to battle again, it should be a garage somewhere just outside of the city limits, the city to be announced after they meet.

The fight is over and the fans are screwed once again.

PS: why do you say the referee was incompetent?

I agree, but it still irks that Mayweather gamed the system and that
Manny got boned on the deal.

You misunderstood: I said the Nevada Boxing commission is crooked and
incompetent, then as my point of reference I listed the most
incompetent "referee" I know in boxing, Laurence Cole. He had nothing
to do with the Pacquiao/Mayweather fight, but I never miss an
opportunity to kick him in the nuts if there is a related point.

What's the related point? On the undercard, we had an opportunity to
see Vasyl Lomachenko, who is certainly a boxer to watch. Roy Jones
said he was already on his top 5 pound-for-pound list, when they guy
only had four fights. One of those fights was a loss against Orlando
Salido. Lampley and company mentioned it a number of times, and Max
Kellerman did too during his interview after the fight.

Lomachenko had been fouled repeatedly by Salido, hit below the belt
"more than a hundred times" while an impassive referee let it go on
without caustioning Salido or taking points. Who, I thought, could be
such an incompetent referee? Then I realized they had said it took
place in Texas. There could only be one such idiot referee in Texas,
the son of the head of the Texas Boxing Commision, Dickie Cole. I
looked it up--sure enough. I think you could get a fairer fight if he
didn't even enter the ring.

That and the other drugs he is using.
Not to mention such penalties are definitely not to decide by one of the
fighters.
The point of drug testing a and repercussions are an attempt to prevent
fighters from cheating in the first place.
If ONE fighter is deciding if he is tested and allowed to use peds it is
a clear display how corrupt boxing is today.
In just about all other sports I know one can be banned for life after
getting caught several times.

Manny was denied the use of an anti-inflammatory drug just before the
fight. He was fighting with a torn rotator cuff that will keep him
out of the ring for about a year. I doubt we'll ever see him in the
ring as a fighter again.

If he had postponed the fight because of the injury it would be at a
minimum 9 months before they could meet again. That's too long for
both of these guys given their ages. And clearly the promoters had a
lot of money wrapped up in this fight and wanted to recoup their
investment. Hence the fight proceeded to be fought when it shouldn't
have.
